The fact that the ministries sent the request to each other without processing it drew attention.   WILL YOU ALLOW THE REPORT TO BE PUBLISHED?   Journalist İrfan Tuncçelik, who made an application to CIMER within the scope of obtaining information, said, "In accordance with Article 11 of the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, the CPT does not publish a report on a visit until the authorities of the relevant state request that it be published. Most countries request the publication of the CPT's report on visits to correctional facilities and prisons. If so, when will it be requested?   When a state makes a general request to publish these reports, an 'automatic publication procedure' is applied. To date, the authorities of countries such as Albania, Austria, Bulgaria, Czech Republic, Denmark, Finland, Luxembourg, Republic of Moldova, Monaco, Norway, Sweden and Ukraine have adopted an automatic publication procedure. Do you also consider applying this procedure?"   MINISTRIES FORWARDED THE APPLICATION TO EACH OTHER WITHOUT PROCESSING IT   CIMER sent the application to the Ministry of Interior to respond. On November 7, the Ministry of Interior forwarded the application to CIMER without processing it. CIMER sent the returned application to the Ministry of Foreign Affairs this time on 14 November. One day later, the Ministry of Foreign Affairs sent back the applicant's request for information to CIMER. CIMER finally referred the application to the Ministry of Justice. Relevant institutions and CIMER still have not responded to the applicant's request for information.
