ANKARA - HDP Justice Commission Member Abdullah Koç demanded the establishment of a commission to investigate deaths in prisons.

Peoples' Democratic Party (HDP) Ağrı MP and member of the Justice Commission, Abdullah Koç, submitted a research proposal to the Presidency of the Assembly regarding the deaths in prisons. In the justification of the proposal, the information included in the data of the Civil Society Association in the Penal Execution System (CISST) was 97 people who "committed suicide" in prisons since 2014. In the justification, it was noted that 13 prisoners committed suicide in 2012, referring to the data of the İHD. The justification states, “According to the figures of the İHD, there are 1517 ill prisoners, 651 of whom are seriously ill. With the amendment made on  January 24, 2013 with the Law No. 6411 in Article 16 of the Execution Law, titled 'Deferment of the execution of the prison sentence due to illness', it is stated that 'those who cannot live alone in prison conditions due to a serious illness or disability, even the sentence of 'the execution of the sentence of the prisoner who is considered not to pose a danger can be postponed until the prisoner recovers according to the procedure specified in the third paragraph' is not fully implemented.

NEW DEATH IN PRISONERS SHOULD BE PREVENTED

In the justification, attention was drawn to the murder of Bazo Yılmaz (67), who was held in Urfa No. 2 Type T Closed Prison, who was not released despite all the calls, and noted: He was taken into custody on December 12, 2016 on the allegation that he was a member of the Congress (DTK). In 2018, Yılmaz was sentenced to 9 years in prison. New bodies continue to emerge from prisons every day. It is essential that all ill prisoners be released unconditionally and to prevent new deaths that may occur. I propose the establishment of an Investigation Commission for the purpose of determining and examining the causes of death of prisoners who died in prisons of the country due to their illnesses or suspiciously, and opening a Parliamentary Investigation on this matter.”
